 The 2010 general session of the West Virginia Legislature is scheduled to begin Wednesday, Jan. 13. That evening, Gov. Joe Manchin is set to give his sixth State of the State address, in which he will outline his agenda for the session. This year, legislators are expected to address a predicted $120 million budget shortfall. Manchin already has ordered all state agencies to develop plans for cutting their budgets by 3.4 percent. However, state officials note that West Virginia still is in better fiscal shape than many other states. Other issues that are expected to take center stage during this year's regular session include: - The state's reaction to the recommendations of the Independent Commission for Judicial Reform: The panel met in 2009 and made recommendations including public financing for judicial races and establishment of an appellate court system.
- Energy policy: Neither Manchin nor legislative leaders would discuss their energy agendas prior to the start of the session.
- Changes to the Public Employees Insurance Agency: Some lawmakers favor ending medical coverage for retirees hired after July 1, 2010. Teachers unions are opposed to that move.
- Higher education: In these days of tightening budgets, education officials are concerned that college could become more unaffordable to state residents.
