SALEM -- Citizens got a good, hard look at the amount of debt the city has at Tuesday night's city council meeting.
Salem's new city manager said the city is $750,000 to $1 million in debt.
Mark Jackson attributes the shortfall to "mismanaged funds."
He said the city is taking steps to strip its budget to bare bones expenses, and taking care of business, like payroll, in house.
Jackson told the citizens at the meeting that they do not deserve to bear the brunt of the debt, and promised not to raise rates based on the city's financial woes.
